Personally, I like the Infernal Tutor version. Here's what I run
4 Bogardan Hellkite 2 Hunted Dragon 4 Lotus Bloom 4 Dragonstorm 4 Telling Time 4 Sleight of Hand 4 Truth or Tale 4 Infernal Tutor 4 Seething Song 4 Rite of Flame 3 Gigadrowse
2 Deadship Reef 4 Gemstone Caverns 4 Steam Vents 2 Blood Crypt 3 Gemstone Mine 4 Shivan Reef
Good matchups: Aggro
Bad Matchups: Anything with significant amounts of lifegain
In my opinion, for DStorm to truly be a metagame force (and not be a tier 1.5 deck) it needs to be able to go off turn 3 more often. The consistency of the combo is good (my version hits turn 4 VERY often). Also, Martyr of Sands > Dragonstorm. That card alone does SO much damage to you its not even funny.
It's a solid deck, it just needs to be 1) Faster, or 2) more resilient.

First of all, I am sorry conelead but i have to disagree with your choice of adding the black splash. The vast majority of the time (and this probably happens to you as well) I have enough accel, but no dragonstorm. Infernal tutor doesn't (usually) help that problem. I would personally rather have another card drawer (to make it faster) or another staller (to make it more resilient) than tutor which doesn't really help in quickly finding the needed card (atleast for me). I put in a copy of grozoth so that i have virtualy 5 copies of dragonstorm in the deck. I have found that gigadrowse is usefull beyond words and can stall and help in almost everymatchup, so i have it as a 4 of. I also have 2 more land (21) as it has worked out very nicely for me. In addition i have remand for further stalling and card drawing. I had untill very resently been using ToT however i found it not as good as remand in my meta. it gives u that extra needed turn against persecute (as does gigadrowse if u do it on their upkeep) and helps to stall other threats as well. Now, I share your hatred of martyr in this matchup (there is a lot of snow white in my meta) so i have pretty much an entire sideboard to put in against it (although many of the cards help in other matchups as well). my list still goes off turn 4 often and it is more resilient with the extra gigadrowse and the remands. As to your suggestion to get the deck to go off turn 3 consistently.....I don't think that is a thesable goal with the current standard cardpool. A turn 3 goal also makes lotusbloom too slow (meaning it wouldn't be included) which deprives us of an accelerator. my list is the following:
2 Dreadship Reef 8 Island 4 Steam Vents 3 Mountain 4 Shivan Reef
4 Bogardan Hellkite 2 Hunted Dragon 1 Grozoth
4 Lotus Bloom 4 Dragonstorm 4 Telling Time 4 Seething Song 4 Sleight of Hand 4 Rite of Flame 4 Gigadrowse 4 Remand
SIDE BOARD: 3 Sudden shock 3 trickbind 3 repeal/wipe away (depends on meta) 3 Flashfires (keep in mind that the Martyr version most common in my area is snow so it hits like everything) 3 Moratorium stone
There you have it. Feel free to ask questions about/comment on it.
